The problems with the sample Request for Proposal (RFP) deal with the requirement of at least 60% of the participants must be placed as self-employed individuals, on in jobs that are training related. The sample jobs do not lend themselves to self-employment or training in many cases, and it seems that if that part of the program is met, it would lead to an over abundance of training personnel and self-employed personnel, rather than training in a vocation where the individual can grow and gain responsibility. In addition, the subcontractors are responsible for recruiting, when it seems a better solution would be to utilize local or government programs, such as unemployment offices, where individuals are in need of the service. The state has acquired funding to promote green technology and equipment to businesses that are prepared to implement green, energy-saving products...

Businesses must pay for the cost of installation, while the state's funds will cover the energy-saving equipment, such as turbines and solar panels. Programs submitted for consideration must project savings of at least 50% over conventional utility costs, and must include the entire businesses' utility needs (installing partial systems is not allowed). There is $2 million in funding available, and there is no limit to how large or small the businesses are that enter the program. Time of performance is one year, beginning July 1.

Appropriate types of energy-saving equipment

Certain types of energy-saving equipment are acceptable to propose for businesses, including tankless water heaters, solar panels, wind turbines, complete solar heating and/or cooling systems, solar power generators, geothermal powered systems, and replacing entire lighting systems with compact fluorescent energy-saving lighting.
